Balkan Energy co to invest 120 mln euro in Dobrich region wind park
Local company Balkan Energy said it plans to invest over 120 mln euro in a 200MW wind park in North-eastern Bulgaria.
The company has applied to be issued a 35-year permit for the production of electricity.
The local power regulator is expected to respond to the application next week.
In addition to the municipality of the same name, the 7,000 sq m Dobrin wind park will also partially lie on the territories of adjacent municipalities Krushari and General Toshevo, all in the Dobrich region.
The 12-month project is expected to get underway in early 2009.
Balkan Energy will initially install 35 Enercon rotor blades each with a 2.3MW capacity. They will combine for an annual output of 169,000kWh.
Another 53 rotor blades with a total capacity of 119MW will be added during the second phase of the project. They will increase the output of the wind park by 420,000kWh annually.
Balkan Energy, co-owned by Roal Resort and Maccap, said it will partially finance the project with additional funding to be provided by the local Corporate Bank.
The investor is in talks with national utility company NEK to connect the wind park with its power grid. That would require the construction of a substation and a 30 km powerline.(Dnevnik)
Brussels removes ISPA funding snag
Brussels Tuesday finally accredited the ISPA implementing agency of Bulgaria's environment ministry.
The lack of accreditation put on hold the disbursement of EU funding in early 2007.
At least five Bulgarian cities are awaiting ISPA funding for the construction of wastewater treatment plants and water supply networks.
Environment minister Cevdet Chakarov said he will propose changes to the Water Supply Act that will settle all outstanding issues concerning the ownership of the water supply networks. The clean ownership title is expected to attract private investors to the sector.
Although 70% of the Environment operative program have been earmarked for water projects, public-private partnerships should e engaged as well, said Chakarov.
The environment ministry has calculated that Bulgaria will have to build no less than 25 wastewater stations annually through 2014 to deliver on its eco commitments to Brussels.
Chakarov said that project financing worth 200 mln euro should be contracted by the end of 2007 under the

Sofia co to build wind farm in Troyan area
Sofia-based company Troyan Energy has submitted to the municipality of Troyan, Northern Bulgaria, a letter of intent for the construction of a wind farm on a company-owned 10,599 sq m lot near the village of Shipkovo. The wind turbines, supplied by Nordex, will be 42 m high with 25 m rotor blades. Since the planned industrial activity will result in no pollutant emissions or hazardous waste, the project did no require an environment impact assessment. The investor said the wind park should be operational 12 months after the start of construction.(Dnevnik)
Bulgargaz, OMV in Black Sea shelf drilling agreement
Bulgarian state-run Bulgargaz Holding and Austrian oil and gas corporation OMV have signed a memorandum to conduct joint Black Sea shelf drilling and co-operate for the expansion of the local gas market.
The experts of the two companies are drafting an agreement specifying the projects that will be implemented jointly.
The participation of the Bulgarian company in the OMV gas licences will also require financing, an issue that will be further discussed by the two partners.
The OMV partnership is part of the strategy for Bulgargaz's development through 2009, said executive director Lyubomir Denchev.
Bulgargaz is considering a joint venture with OMV or even joining under a management contract the Austrian company's Avanti chain of service stations which will sell, diesel fuel, gasoline A-95, propane-butane and methane, said Denchev. That would allow the holding company to set foot on the local methane market.
Bulgargaz plans to build methane filling stations or a virtual pipeline system, supplying methane from compressor stations to clients within a 80 km radius.
Bulgargaz is also in partnership talks with Melrose Resources Ltd. Which is licensed to drill for gas and oil in five Black Sea shelf blocks.
Melrose's ongoing gas development is in the Galata concession area which should be depleted in 2008. The gas output is sold to Bulgargaz.
The holding company plans to repurpose the depleted deposit into a gas repository.
Bulgargaz is reviewing its long-term co-operation deals with Germany's Ruhrgas and Gaz de France. The review should be completed by the end of July. The agreements are expected to be updated with the inclusion of commitments for the implementation of concrete projects. At the moment, the partnership under the agreements is limited only to staff training initiatives, said Denchev.(Dnevnik)
Bulgaria co Solar-Hold proposes Svilengrad area solar power complex
Sofia-based company Solar-Hold has sent a 250 mln euro investment proposal to the municipality of Svilengrad, Southern Bulgaria, for the construction of a solar power complex.
The proposal will be reviewed by the municipal council on July 24.
The investor is proposing to create several subsidiaries seated in Svilengrad for the installation of 10 photovoltaic power generation plans each with a price tag of 25 mln euro and a 5MW capacity in the land area of the Mladinovo and Pashovo villages.
Solar-Hold has requested permission to acquire 99.1 ha of land for the purposes of the project in the Mladinovo area and 290 ha in the Pashovo area.
The first power plant should be launched in March 2008 and the last one by March 2010.
Each power station is estimated to generate around 4 mln euro in annual revenues.(Dnevnik)
