Three projects to strengthen education, health and social services, and facilitate trade and transport
Bulgaria’s economy has grown steadily since 2000 and this positive trend is expected to continue in the near future. However, raising productivity and employment to narrow the income gap and facilitate convergence with other member states in the European Union (EU) will remain Bulgaria’s main challenge for the next few years. The World Bank Board of Executive Directors approved three projects that aim at strengthening the country’s EU integration and convergence of living standards.
The Social Sectors Institutional Reform Development Policy Loan (SIR DPL I) will support Bulgaria’s reform agenda in the areas of health, education, and social protection. The project, the first of three such planned loans, will foster government policies that aim at improving quality and efficiency in the social sectors, promoting access to basic social services, and aligning labor and social policies more closely with EU standards. World Bank assistance is focused, in particular, on providing policy advice to support the Government’s ongoing reforms, such as:
• Introducing external student assessments, and decentralizing school management and financing for primary and secondary schools;
• Promoting employment by changing social assistance and employment legislation;
• Making basic pharmaceuticals more affordable to the majority of the population by changing the pharmaceutical policy.
The total amount of World Bank commitment to this project is EUR 114 million.
The second project approved today will facilitate Bulgaria’s national and international trade and transport by improving the capacity, efficiency and quality of services at selected EU border crossings, with a particular focus on the Trans-European Transport Network. The Second Trade and Transport Facilitation in Southeast Europe (TTFSE II) project builds on the previous Trade and Transport Facilitation operation and consists of four main components:
• Improving the physical capacity and working conditions at selected EU external border crossings with particular focus on the Trans-European Transport Network;
• Constructing the access road linking the Kapitan Andreevo border crossing point to the Maritsa motorway;
• Enhancing the sharing of relevant border crossing data, and streamlining operational procedures of border crossing agencies;
Strengthening institutional capacity.
Total project costs for the TTFSE II amount to EUR 54.6 million and will be financed through the Bulgarian State Budget (EUR 13.7 million) and a EUR 40.9 million World Bank loan.
The Board of Directors also approved an additional financing for the active Bulgaria Social Investment and Employment Promotion Project (SIEP). The project aims at improving the standard of living in disadvantaged communities and making better use of the opportunities presented to Bulgaria by its accession to the European Union. Additional financing for the SIEP amounts to EUR 15 million.
“The World Bank’s portfolio of ongoing and planned projects adds value to Bulgaria’s social and economic development agenda by bringing in European and global experience and best practices”, emphasized Anand Seth, Country Director for Bulgaria, Romania and Croatia.
All three operations have been developed within the framework of the Country Partnership Strategy (CPS) for Bulgaria, designed to help the country tackle its challenges in three specific areas:
• Productivity and employment. The CPS seeks to push ahead on structural reforms aimed at raising productivity and employment to help Bulgaria catch up with its EU partners.
• Fiscal sustainability and absorption of EU funds. Through capacity building, the Strategy supports the country’s efforts to close the gap with EU member states by improving public expenditure management, investment planning, and design of projects eligible for EU funds.
• Social inclusion. The World Bank supports policies and investments to reduce social and economic imbalances across the country and help bring poor, vulnerable, and other excluded groups into the mainstream.
The three projects have a maturity of 17 years, including a five-year grace period.

The Renewable Energy and Energy Efficiency Partnership (REEEP) today announced a call for project proposals which support the development of markets for renewable energy and energy efficiency. The project call is REEEP's largest in its four year history with more than 3 million Euro available for projects in least developed countries and emerging market economies.
The project call received funding from a consortium comprised of Ireland, Italy, New Zealand, Norway and the United Kingdom. Norway, the new major donor of REEEP and the United Kingdom will be pooling funds allowing for larger investments into projects. Ireland and Italy will continue their focus on Africa and New Zealand will bring small island states in the Pacific into focus.
The REEEP call is an open tender seeking projects from priority countries - China, India and Brazil and from across the developing world. Based on the experience gained over the last two years with a bottom-up approach to selecting projects, REEEP will be piloting a combination of bottom-up and top-down commissioned strategic projects.
REEEP is inviting countries with specific legislative or regulatory needs or development finance institutions with need for financing and business models to develop a project directly with REEEP. It is hoped that by assisting governments with lowering risk within the renewables and energy efficiency sector and working with development agencies to encourage business and finance models, finance can be attracted into new markets.
REEEP has also decided to further increase the importance of energy efficiency in its portfolio and throughout emerging markets. The project call will be seeking bidders for the production of a REEEP Report on Energy Efficiency - in order to accurately portray the benefits and role that energy efficiency can play in improving energy security, lowering carbon emissions, and enhancing industrial competitiveness, covering the market, policy, stakeholders and key initiatives.
The call for project proposals will also commission work around reducing the risk of investing into renewables and energy efficiency, synthesizing REEEP experiences from its 50 previous projects and replicating successes achieved in the 18 completed projects.
Dr. Marianne Osterkorn, REEEP International Director stated that the partnership can now add value across a number of areas. "We can now fund larger and longer term projects and in addition to our bottom-up approach, the targeted approach will help to strategically accelerate key markets for renewable energy and energy efficiency".
